Cellular coverage is determined by a network of towers and base stations (or sites), each with a range of about 10 square miles. Carriers have a limited range of frequencies the FCC allows them to use. Each tower has a set amount of frequencies available for calls, and can only handle as many calls as ther are frequency spots.
